Google to start charging for videos

Tonight I was playing around on video.google.com and suddenly at the very end of the video I saw the following:

What is weird is that the video had already finished playing, and clicking on the "Buy" option appeared to do nothing. I guess this is proof though that google intends on charging for videos in the future.
